About the Speakers

Det. Kenny Guthrie

Det. Kenny Guthrie has served as a Wrecker Regulation Detective since 2024 and specializes in the laws dealing with the towing and storage of vehicles.

With 30 years of experience in law enforcement and 13 years of those years in investigations (Burglary, Sex Crimes, Homicide, Overdose Death investigations, and Wrecker Regulations). Guthrie brings a comprehensive knowledge of laws that deal with the towing and storage of vehicles.

The Wrecker Regulations unit serves as a resource for property management companies, homeowners associations, and business owners to ensure towing operations are conducted lawfully while helping them avoid legal liability.

Today, Detective Guthrie will share practical guidance on towing laws and regulations to help property management professionals navigate this complex area with confidence.

Det. Joel Andres

Detective Joel Andres serves as a Wrecker Regulations Detective with the Jacksonville Sheriff's Office, a specialized position he has held since August 2021.

In this role, he ensures compliance with towing laws and regulations throughout Jacksonville, investigates violations, and serves as the primary liaison between the sheriff’s office, towing company owners, and property owners.

With 30 years of law enforcement experience, Detective Andres brings comprehensive knowledge of the legal framework governing towing operations, including notification requirements, permissible towing circumstances, fee regulations, and property owner rights and responsibilities.

The Wrecker Regulations unit serves as a resource for property management companies, homeowners associations, and business owners to ensure towing operations are conducted lawfully while helping them avoid legal liability.

Today, Detective Andres will share practical guidance on towing laws and regulations to help property management professionals navigate this complex area with confidence.
