Emotional Support Animal Abuse Bill - Needs your help!

FAA-supported legislation that will reduce emotional support animal fraud and abuse is in danger and we need your help immediately! Please help support FAA's advocacy efforts by contacting your state senator and urging them to pass SB 1128 (Sen. Diaz) today.

It is critically important for you participate in this call to action as soon as possible because the legislative session ends this Friday. 

SB 1128 passed through its committee assignments with a favorable recommendation but the full Senate has not voted on the bill at this time. The passage of SB 1128 would reduce emotional support animal (ESA) fraud by: 

  • Requiring reasonable accommodation requests for an ESA to be completed by a licensed provider who has a medical or therapeutic relationship with the patient,

  • Codifying a property owner’s right to verify the authenticity of the documentation provided, and 

  • Establishing a second degree misdemeanor penalty for misrepresenting a pet as an emotional support animal (60 days in jail, a $500 fine, or both).
